District Manager

The Cayucos Sanitary District invites applications for a District Manager to lead our Special District

The position being offered is for a part-time District Manager.  The normal operating hours for this location are Monday - Friday, 8:00am - 4:30pm.

 Requirements & Qualifications 
ABOUT THE POSITION

The District provides sanitary sewer services to a population of 2,700 via a collection system and a state-of-the-art treatment plant (Water Resource Recovery Facility) for the small, rural, oceanside community of Cayucos along California’s Central Coast. The District Manager leads a team of eight employees, reports to a five-member Board of Directors, and manages an operating and capital projects budget of $4.5M.

 
Minimum requirements 
  • Graduation from an accredited four-year college or university with major coursework in civil or environmental engineering, public health, chemistry, biology, or public or business administration.
  • Five years of experience in the administration, operation or maintenance of wastewater pretreatment, treatment, reclamation, collection, and disposal (or a closely related field), including three years of administrative or management level experience.
  • Excellent computer literacy including knowledge of programs such as Excel, Word, Outlook and database programs.
  • Must possess and maintain a valid California Class C driver’s license, must have and maintain a satisfactory driving record, and must be insurable to operate District vehicles.High school graduate or equivalent.
  • The position is part-time within the normal operating hours of Monday through Friday from 8:00 a.m. to 4:30 p.m.

 

ESSENTIAL DUTIES & RESPONSIBILITIES

The duties listed below are intended only as illustrations of the various types of work that may be performed.

  • Planning, organizing, administering, coordinating, reviewing, evaluating and personally participating in the functions and activities of a wastewater collection system and wastewater treatment plant.
  • Developing and directing the implementation of goals, objectives, policies and procedures and in developing standards for program evaluation.
  • Planning, organizing, assigning and coordinating the work of subordinate staff.
  • Speaking and writing clearly and concisely when making oral presentations and providing written reports including ordinances, resolutions, correspondence, policies, procedures and other written materials.
  • Interpreting, applying and explaining laws, codes, regulations and ordinances.
  • Using tact, initiative, prudence and independent judgment within general policy and legal guidelines.
  • Representing the District at various public meetings (attendance at evening and/or off-hours
  • meetings will be required).
  • Establishing and maintaining cooperative and effective working relations with staff, peers, the public and those contacted in the course of work.
  • Providing effective leadership and coordination of the activities of a local special district.
  • Analyzing, interpreting, summarizing and presenting administrative and technical information and data in an effective manner.
  • Selecting, supervising, training and evaluating staff.
  • Analyzing administrative management problems with the ability to present viable alternatives, solutions and recommendations.
 
Compensation & Benefits

The compensation range for this PERS-eligible position is $86.52 to $105.77 per hour depending on the level of experience.  Any advanced salary placement beyond the minimum range will be based on the applicant-candidate’s qualifications and experience outside of the minimum qualification requirements established for the position.

The District offers a competitive benefits package which includes:

  • PERS Retirement – 2% at 62 for eligible PEPRA employees; 2.5% at 55 for pre-PEPRA members
  • Leave benefits (subject to District policy) include 10 paid holidays, 10 vacation days (increasing with longevity), 2 personal days, and 12 sick days annually; prorated based upon hours worked
  • Voluntary participation in 457 Deferred Compensation Plan
  • Voluntary participation in Colonial Life (disability, life, etc.) employee insurance plan
