Will-Serve Application Requirements & Process Summary
This summary is intended to provide transparency regarding Will-Serve application requirements and evaluation criteria in accordance with SB 489 and the Permit Streamlining Act.
Types of Approvals
Cayucos Sanitary District (“CSD”) issues the following approvals for projects requiring a Will-Serve Letter:
A. Building Permits
- Conditional Will-Serve Letter
- Final Will-Serve Letter
B. Minor Use Permits
- Intent-to-Serve Letter
C. Ancillary Approvals
- Will-Serve Extension
D. Discretionary Approvals
- Grant of License
Approval Requirements
A. Will-Serve Letter Applications for Building Permits
Conditional Will-Serve Letter
An application is considered complete when all applicable materials (based on project type and site-specific characteristics) have been submitted through the CSD website at https://www.cayucossanitarydistrict.gov/will-serve-letter-applications. Only complete applications are considered "approved" and become eligible for issuance of a Conditional Will-Serve Letter. Applications that do not meet the requirements listed below will be deemed incomplete and will not proceed to formal review.
- Provide Building Permit Number
- Provide project address and APN
- Provide owner/applicant contact information
- Sign Terms & Conditions
- Sign CCTV Waiver
- Pay Application Fee (must be received within 5 business days after plans are submitted)
- Provide construction plan set containing:
- Floor plans (all levels)
- Exterior elevations (including lowest plumbing fixture elevation)
- Grading/site plan
- Drainage plan
- If a CSD sewer easement exists on the property, then additional detail is required:
- The CSD easement must be located and clearly identified and labeled on a plan view and a profile view plan sheet
- The footprint of all structures and appurtenances adjacent to the easement must be shown on the profile view
- The "zone of influence" for potential excavation adjacent to the CSD easement must be clearly identified and labeled on the profile view
- If an encroachment into a CSD easement is proposed or determined to exist, the application will be considered incomplete and issuance of a Will-Serve Letter will be delayed until the encroachment is eliminated or formally approved by the CSD Board of Directors
- Required if applicable:
- Sewer connection details, including manhole(s), cleanout(s), private force main(s), and any other applicable sewer infrastructure (for projects requiring extension of the sewer main, some multi-family residences and/or ADUs)
- Record Drawing (for projects requiring extension of the sewer main)
- Buy-In Fee (for projects outside CSD’s service area)
- Subdivision map (for projects proposing a new subdivision)
- Grant of Sewer Easement, including a legal description and map (for properties with CSD sewer infrastructure and no recorded easement)
- Reimbursement Agreement (for projects requiring review beyond the scope covered by the Will-Serve Application Fee)
- CSD may require additional information when necessary to address unique project conditions, infrastructure impacts, or regulatory compliance
Final Will-Serve Letter
A project is considered complete and approved for issuance of a Final Will-Serve Letter when all project requirements have been met. The project’s unique requirements are specified in the Conditional Will-Serve Letter issued for the project.
While unique requirements apply to each project, the standards below frequently apply and are provided for transparency:
- Installation of a cleanout device
- Installation of an enclosure for the cleanout device
- Installation of a backflow prevention device
- Installation of an enclosure for the backflow prevention device
- Installation of a watertight cover on outdoor sinks (to prevent rainwater from entering sewer system)
- CCTV inspection of the sewer lateral – property owners are responsible for repair or replacement of defective sewer laterals identified during inspection
- Applicable fees may include:
- Reimbursement for Engineer’s review
- Will-Serve Extension Fee(s)
- Connection/Inspection Fee(s)
- Buy-In Fee
- Increase in the property’s monthly billing rate
- If it is determined that the cost of completing the plan check and reviewing the proposed project exceeds the Will-Serve Application Fee, the additional costs shall be billed to and paid by the applicant prior to issuance of a Final Will-Serve Letter
- If a new sewer lateral is installed, the old lateral must be abandoned and disconnected from the sewer main
- Compliance with District standards and ordinances
- Satisfaction of project-specific requirements identified during plan review
- Inspections – CSD conducts inspections as necessary to verify compliance with CSD requirements and evaluate existing infrastructure conditions
- CSD may require additional information when necessary to address unique project conditions, infrastructure impacts, or regulatory compliance
B. Will-Serve Letter Applications for Minor Use Permits
Intent-to-Serve Letter
An application is considered complete when all applicable materials (based on project type and site-specific characteristics) have been submitted through the CSD website at https://www.cayucossanitarydistrict.gov/will-serve-letter-applications. Only complete applications are considered "approved" and become eligible for issuance of an Intent-to-Serve Letter. Applications that do not meet the requirements listed below will be deemed incomplete and will not proceed to formal review.
- Provide Minor Use Permit Number
- Provide project address and APN
- Provide owner/applicant contact information
- Pay Application Fee (must be received within 5 business days after plans are submitted)
- Provide a plan set containing:
- Grading plan/site plan
- Floor plans (all levels)
- Exterior elevations
C. Ancillary Approvals
Will-Serve Extension
Will-Serve Letters are valid for one year from the date the Will-Serve Application was received. A Will-Serve Extension Application is sent to the applicant prior to the expiration of the Will-Serve Letter. A Will-Serve Extension Application is considered complete and approved upon submittal of the Extension Application and payment of the Will-Serve Extension Fee ($50). An Extended Conditional Will-Serve Letter (with a new expiration date) will be issued upon receipt of a complete Will-Serve Extension Application.
D. Discretionary Approvals
Grant of License & Agreement Affecting Real Property
The Board of Directors’ consideration of a sewer easement encroachment is discretionary and will not necessarily be approved. In the event your application is denied, your application fee will not be refunded as it is associated with costs including, but not limited to, administrative processing, plan check, review and inspection, attorney costs, and recording fees.

Only complete applications are considered "approved" and become eligible for Board consideration. Applications that do not meet the requirements listed below will be deemed incomplete and will not proceed to formal review.
- Provide owner’s Policy/Owner’s Title Insurance Policy
- Provide Title Report (applicable if there has been a change in legal ownership since the Owner's Policy was created)
- Provide project address and APN
- Provide owner/applicant contact information
- Prove plan sheet(s) containing:
- A licensed architect's or engineer's stamp
- A plan view and a profile view
- The CSD easement must be clearly identified and labeled with its dimension on both views
- The distance from the property line/easement boundary to the encroachment(s) must be clearly identified and labeled on both views
- CSD's infrastructure must be clearly identified and labeled on the profile view sheet
- The "zone of influence" for potential excavation adjacent to the CSD easement must be clearly identified and labeled on the profile view
- If there is an aerial encroachment, its height above the natural grade must be clearly identified and labeled on the profile view sheet
- CSD may require additional information when necessary to address unique project conditions, infrastructure impacts, or regulatory compliance
- If it is determined that the cost of completing the Grant of License exceeds the application fee, the additional costs shall be billed to and paid by the owner prior to the issuance of a Grant of License.
